The State E-Government Agency (SEGA) has a software solution aimed at prevention of the abuse of personal data by means of modern cryptographic technologies, including blockchain. The product LogSentinel provides secure auditable tracing and protects the integrity of data in state registers and the access to them. It records each access to personal data by means of the central component for connectivity of state registers RegiX, maintained by SEGA. This means that this solution makes practically impossible any attempt for changing or deletion of a trace for access to personal data by means of the central e-management components and guarantees reliable data protection.
An unlimited license for the product was granted to the Agency as a donation by the Executive Director of the company LogSentinel Bozhidar Bozhanov and accepted by the Chairperson of SEGA Atanas Temelkov. This is an unprecedented practice in Bulgaria and is inspired by Estonian developers who donated to the Estonian government a solution for protection of healthcare records of citizens, kept in the state registers.
The value of the donation amounts to EUR 12 500, which will be saved annually in the budget of each separate institution. The donator LogSentinel plans also free of charge training on operation of the homonymous product for employees of the State E-Government Agency.
The software solution may be used by all administrative units depending on the level of their preparedness. The statutory requirements for secure auditable tracing are envisaged under the Ordinance on the General Requirements towards Information Systems, Registers and Electronic Administrative Services.
