Information Systems & Applications

The State eGovernment Agency (SEGA) monitors communication and the functionalities of the information systems, used by public sector bodies and organisations in accordance with its mandate by law and the standards described in the Register of Standards (Article 14 of the Regulation laying down the general requirements for the information systems, registers and electronic administrative services), as well as on the basis of recommendations from the following organizations:

 

1. The Bulgarian Institute for Standardization (BIS);

2. International Organisation for Standardization (ISO);

3. International Electrotechnical Commission (IEC);

4. World Wide Web Consortium (W3C);

5. Institute of Electrical and Electronics Engineers (IEEE);

6. Internet Engineering Task Force (IETF);

7. Organisation for the Advancement of Structured Information Standards (OASIS);

8. European Telecommunications Standards Institute (ETSI);

9. International Telecommunications Union (ITU);

10. OpenID Foundation (OIDF);

11. Object Management Group (OMG);

12. European Committee for Standardization (CEN);

13. European Committee for Electrotechnical Standardization (CENELEC);

14. European Commission;

15. United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT);

16. Others.

 

In order to ensure seamless communication with the information systems of other EU Member States or the European Commission, specifications and protocols, specified by the European Commission are used.

 

SEGA controls all information systems and software components in the public administration, including registers, webpages, intranet systems, user interfaces to existing systems, electronic administrative service delivery and electronic filing systems, to ensure that they comply with the requirements stipulated in the Regulation, laying down the general requirements for information systems, registers and electronic administrative services.

 

The Regulation further specifies the general and specific requirements for information systems. They are included in a model technical specification, the use of which is mandatory in developing technical specifications for public procurement tenders, held by public bodies, which include components relating to the design or further development of software systems.
