In the increasingly globalised world, electronic government (e-government) is becoming a principal tool for the implementation of key policies that boost the development of the economic and social environment, and make it more competitive, and dynamic. Following its accession to the European Union, Bulgaria has been striving to achieve high standards in its social and economic development, including e-government that acts as a guardian of lawfulness. In order to ensure that its efforts succeed, a creative and responsible public service, fully focused on providing a high standard of services to citizens and businesses, in line with their needs and expectations, is essential.
Existing strategic EU documents on e-government and the recommendations of the European Commission to individual Member States aim to aid the achievement of a new level of active, two-way communication both within the civil service and between public institutions, and customers. That ensures a more open and transparent governance mechanism, enabled by technologies.
The updated leading EU principles of e-government and the strategic documents adopted at EU level, such as the Tallinn Declaration on e-government of 6 October 2017, require a corresponding update of the Strategy for the development of electronic government in Bulgaria for the period 2014—2020. In order to integrate all changes, respectively further develop the vision and strategic goals of Bulgaria in the area of e-government for the period 2019—2023, the update ensures the implementation of the EU principles, introduced at national level and achieving further programmes in the implementation of the goals set after 2018.
The State eGovernment Agency (SEGA) has developed an Architecture for electronic government, approved by the Head of SEGA by Order DAEU-5040 of 11 April 2019, in conjunction with Article 7c of the Cybersecurity Act, and Protocol Resolution of the Council of Ministers on point 13 of Protocol No 6/2019.
The draft updated strategy for the development of electronic government in Bulgaria for the period 2019—2023 is in the final stage of adoption by the Council of Ministers, along with a road map for its implementation. The updated strategy set out the general framework for the development of sectoral strategies on specific policies, setting out actions to be implemented at the level of central and local administrative bodies.
