The international relations of the State eGovernment Agency (SEGA) are focused on the implementation of the EU policy on the development of electronic government and the Digital Single Market. The policy aims to transform EU public bodies and institutions into open, efficient and secure organisations capable of providing cross-border, personalised, user-friendly and end-to-end digital public services to all citizens and enterprises in the EU. The principal strategic documents, setting out the vision and steps that will enable the modernisation and digitisation of the public sector, and governance are:
♦ The EU eGovernment Action Plan 2016—2020;
♦ Ministerial Declaration on eGovernment signed in Tallinn, Estonia, or the so-called Tallinn Declaration (2016—2020);
♦ The Strategy for the Digital Single Market and the European Interoperability Framework.
The State eGovernment Agency actively participates in the decision-making and implementation process of the European Union as part of the work of the coordination mechanism on EU affairs of the Republic of Bulgaria. The Agency also implements policies in the field of international relations, bilateral and multilateral cooperation.
SEGA has obligations with regard to the implementation of a number of EU regulations and directives in the field of electronic identification and trust services, electronic services, open and spatial data, interoperability, network, and information security.
